The Ministry of Justice (MoJ) in Qatar is getting ready with regulations and executive decisions for Law No. (5) of 2024, which governs real estate registration. This is to finalize the process of activating the new law's provisions.
ENHANCING LEGAL AND SERVICE SYSTEMS
Saeed Abdullah Al Suwaidi, the Assistant Undersecretary for Real Estate Registration and Documentation Affairs at MoJ, stated that this effort is part of the ministry’s plan to improve legal and service systems. It's in line with the directive from the leadership to speed up transactions and services for citizens and residents. Furthermore, the initiative aims to boost service quality in government agencies. This includes implementing digital transformation projects.
ENSURING CITIZENS' RIGHTS
Al Suwaidi highlighted that the new law includes provisions that protect citizens’ rights and property ownership. It also addresses private investments made by citizens and non-citizens. These investors now have strong legal guarantees thanks to Qatar's advanced real estate legislation.
ONLINE PROPERTY TRANSACTIONS
Soon, customers will be able to buy and sell property online using the SAK mobile app. They can also carry out real estate registration procedures electronically. This will occur following regulations and measures set by the Minister of Justice.
ENHANCED TRANSPARENCY AND REDUCED DISPUTES
The new law introduces measures to enhance transparency and reduce real estate disputes. For instance, the documentation of judicial rulings on real estate will occur immediately after issuance. This will help prevent fraud and provide parties with transparent real estate data.
STREAMLINED REGISTRATION PROCEDURES
The law establishes procedures for the registration and authentication of signatures. These procedures will occur based on requests from concerned parties or their representatives. The Real Estate Registration Department will then keep a record of requests in order.
COMPREHENSIVE ADJUSTMENTS
The new law comprises 55 articles and replaces a law that has been in place for 60 years. It introduces crucial adjustments that will transform real estate registration processes. It also addresses record-keeping, document preservation, and other aspects of real estate registration.
ALIGNMENT WITH QATAR'S NATIONAL DEVELOPMENT GOALS
The adjustments support Qatar National Vision 2030 (QNV 2030) and the Qatar Third National Development 2024-2030 Objectives. They aim to protect the rights of citizens and all customers in the local real estate sector. This Qatari project focuses on ensuring fairness and transparency in the real estate industry.
The new law aims to facilitate transactions and reduce procedures for individuals and legal entities such as companies. It considers the public service and the real estate sector's needs in general.
